The Building and Construction Authority (BCA) is an agency under the Ministry of Development, championing the development of an excellent built environment for Singapore.

It is a non-profit organization dedicated to uphold standards of excellence in the use of concrete, improve concrete technology and to encourage its use, to enable persons interested in concrete technology to meet and communicate and to facilitate the interchange of ideas and co-ordinate and disseminate information on subjects relating to concrete. SCI publishes SCI Concretus Magazine yearly and host several networking night and a Gala dinner yearly.
